Basis and purpose. This amendment is issued pursuant to the Sugar Act of 1948 and is made for the purpose of pro rating among the foreign countries other than Cuba and the Republic of the Phil ippines that part of the prorations of the basic quota to such foreign countries re maining unfilled on September 1. This amendment also reallots to certain for eign countries the unfilled portions of the Philippine deficit heretofore allotted to other foreign countries.
