b A permit shall be obtained from the District Engineer or his authorized representative by the governmental or legally responsible private agency pro posing to hold a special recreation pro gram as indicated in this section. No charge will be made for this permit.
c The District Engineer in charge of the area shall have authority to re voke any permit granted under this sec tion and to require the removal of any equipment upon failure of the permittee to comply with the terms and conditions of the permit or with the regulations in this part.
