On October 21,1947, notice of proposed rule making was published in the F ederal R egister 12 F. R. 6853 regarding the budget of expenses and the fixing of the rate of assessment for the 1947-48 fiscal period under Marketing Agreement No.
96 and Order No. 55 7 CFR, Cum. Supp.
955.1 et seq. regulating the handling of grapefruit grown in the State of Arizona;
in Imperial County, California; and in that part of Riverside County, California, situated south and east of the San Gor-
