For the reasons set forth in an opinion issued simultaneously herewith and filed with the Division of the Federal Register and pursuant to the authority conferred on the Secretary of Agriculture by the Sugar Control Extension Act of 1947, It is ordered, That paragraph a of Gen eral Order-No. 2 be amended to read as follows:
