This amendment shall become effec tive at 12:01 a. m., e. s. t., February vVitn respect to violations, Hyiils accrued, liabilities incurred, or appeals taken, prior to said date, under War Food Order No. 141-1, all provisions of said order shall be deemed to remain in full force for the purpose of sustaining any proper suit, action, or other pro ceeding with respect to any such viola tion, right, liability or appeal.

1. By deleting paragraph d entitled Use of corn.
2. By deleting paragraph e entitled Use of rye, and substituting in lieu thereof the following:
