The regulations in this part are pro mulgated pursuant to authority vested in the Commission by the Veterans Pref erence Act of 1944 Act of June 27, 1944, Public Law 359, 78th Cong., 2d Sess..
The basic concept of the regulations in this part is th at the agency shall follow definite and fixed procedures in the filling of positions in the unclassified service so th at an applicant entitled to military preference and desiring employment in this part of the service will have ade quate opportunity to make application for such employment and to ascertain the manner in which the legal require ments as to preference for veterans were applied to his application in such per sonnel actions as appointments, promo tions, removals, etc.
