Preliminary statement: The Bureau of Mines isprepared at its Central Experi ment Station, Pittsburgh, Pa., to conduct tests of nonemergency gas respirators chemical cartridge respirators for the purpose of determining their permissi bility for use in air containing limited concentrations of certain irresplrable gases and vapors with or without partic ulate contaminants dusts, fumes, and mists.
This Part 14A does not provide for the approval of respirators designed lo r protection against particulate contami-.
nants alone. That is done by Part 14, entitled Filter-type Dust, Fume and Mist Respirators, of this Subchapter B.
This Part 14A is issued for the infor mation and guidance of those who may desire to submit nonemergency gas res pirators for approval and also to in form consumers and other interested persons regarding qualities the Bureau believes such devices should have.
The purpose of investigations under this Part 14A is to provide a list of nonemergency gas respiratorsthat meet the Bureaus requirements for safety, ef ficiency, and durability in their fields of industrial use.
Lists of permissible nonemergency gas respirators will be published from time to time for the guidance of consumers.
The authority for conducting these tests is contained in an act of Congress 37 Stit. 681 approved February 25, 1913 and amended June 30, 1932 47
Stat. 410, and in Executive Order 6611, February 22,1934. The act, as amended, and as modified by the Executive order, reads in part as follows 30 U.S.C. 5, 7 :
. The Director of the Bureau of Mines shall prepare and publish, subject to the direction of the Secretary of the Interior, under the appropriations made from time to time by Congress, reports of inquiries and investiga tions, with appropriate recommendations of the bureau, concerning the nature, causes, and prevention of accidents, and the im provement of conditions, methods, and equipment, with special reference to health, safety, and prevention of waste in the min ing, quarrying, metallurgical, and other mineral Industries; the use of explosives and electricity, safety methods and appliances, and rescue and first-aid work in said indus tries; the causes and prevention of mine fires; and other subjects included under the provisions of this act.
For tests or investigations authorized by the Secretary of the Interior under the pro visions of thiB act, other than those per formed for the Government of "the United States or State governments within the United States, a fee sufficient in each case to compensate the Bureau of Mines for the entire cost of the services rendered shall be charged, according to a schedule prepared by the Director of the Bureau of Mines and approved by the Secretary of the Interior, who shall prescribe rules and regulations under which such tests or Investigations may be made. All moneys received from such sources Shall be paid into the Treasury to the credit of miscellaneous receipts.
