Pursuant to the authority vested in the Secretary of Agriculture under sec tions 7 to 17, inclusive, of the Soil Con servation and Domestic Allotm ent Act, as amended, the 1941 Agricultural Con servation Program, as amended,1 is fur ther amended as follows:
