By virtue of the authority vested in me by the Civil Service Act 22 Stat. 403
and by section 1753 of the Revised Stat utes of the United States, it is hereby ordered as follows:
S ection 1. The incumbent of any po sition other than a temporary position in the Farm Security Administration of the Department of Agriculture who held a permanent, indefinite, or emergency appointment on June 30,1941, and who is still so employed, may be promoted, transferred, or assigned to any position in the Farm Security Administration which, on and after July 1, 1941, is re quired to be filled in accordance with the Civil Service Rules.
S ection 2. Any employee of the Farm Security Administration who, subsequent to June 30, 1941, is promoted, trans ferred, or assigned under section 1 of this order may acquire a competitive classified civil-service status in accord ance with the provisions of the act of November 26,1940, 54 Stat. 1211, extend ing the classified civil service.
This order shall be effective as of July 1, 1941.

17.6 Approval required for transfers of attorneys. A person holding an at torney position may not be transferred to another such position in a different agency without the consent of the agency in which he is employed or, if the agency refuses to consent, the ap proval of the Board of Legal Examiners.
