A PRO C LAM ATIO N
W HEREAS section 4228 of the Revised Statutes of the United States, as amended by the act of July 24,1897, c. 13, 30 Stat. 214 U.S.C., title 46, sec. 141, provides, in part, as follows:
U p on satisfactory proof being given to the President, b y the government of any foreign nation, th at no discrim inating duties of ton nage or imposts are imposed or levied in the ports of such nation upon vessels wholly b e
longing to citizens of the U nited States, or upon the produce, manufactures, or inerchandise imported in the same from the United States or from any foreign country, the President m ay issue his proclamation, declaring th at the foreign discrim inating d u
ties of tonnage and impoBt w ith in the United States are suspended and discon tinued, so fa r as respects the vessels of such foreign nation, and the produce, m anufac tures, or merchandise imported into the U nited States from such foreign nation, or from any other foreign country; the suspen sion to take effect from the tim e of such notification being given to the President, and to continue so long as the reciprocal ex em ption of vessels, belonging to citizens of the U nited States, and their cargoes, shall be continued, and no longer . . .
AND W HEREAS satisfactory proof was received by me from the Government of Switzerland on M ay 20, 1941, that no discriminating duties of tonnage or im
posts are imposed or levied by Switzer land upon vessels wholly belonging to citizens of the United States, or upon the produce, manufactures, or merchandise im p o r te d in such vessels, from the United States, or from any foreign country:
NOW, THEREFORE, I, Franklin D.
Roosevelt, President of the United States of America, under and by virtue of the authority vested in me by the abovequoted statutory provisions, do hereby de clare and proclaim that the foreign discriminating duties of tonnage and im posts within the United States are sus pended and discontinued so fa r as re spects the vessels of Switzerland and the produce, manufactures, or merchandise
imported in said vessels into the United States from Switzerland or from any other foreign country; the suspension to take effect from M ay 20, 1041, and to continue so long as the reciprocal ex emption of vessels belonging to citizens o f the United States and their cargoes shall be continued, and no longer.

W HEREAS section 6 o f the act o f Con gress entitled A N A C T T o expedite the strengthening o f the national defense , approved July 2, 1940, provides as follows:
S ec . 6. W henever the President determines th at, it is necessary in the interest o f n a
tional defense to proh ibit or curtail the exportation of any m ilitary equipm ent or m unitions, o r com ponent parts thereof, or machinery, tools, or m aterials, or supplies necessary fo r the m anufacture, servicing, or operation thereof, he m ay b y proclam ation proh ibit or curtail such exportations, except un d er such rules and regulations as he shall prescribe. A n y such proclam ation shall d e scribe the articles or m aterials included in the prohibition or curtailm ent contained therein.
In case o f the violation of any provision o f any proclam ation, or o f any rule or regulation. Issued thereunder, such violator or violators, up on conviction, shall be punished by a fine of not m ore th an $10,000.00 or b y im prisonm ent for not more than two years, or b y both such fine and
