The President R egistration D atAlaska BY THE PRESIDENT OF THE UNITED STATES
A PROCLAMATION
WHEREAS the Congress has enacted and I have on the sixteenth day of Sep tember, 1940, approved the Selective Training and Service Act of 1940, which declares that it is imperative to increase and train the personnel of the armed forces of the United States and th at in a free society the obligations and privileges of military training and service should be shared generally in accordance with a fair and just system of selective compul sory military training and service;
WHEREAS the said Act contains, in part, the following provisions:

1 to prescribe th e n ecessary ru les and reg u la tio n s t o carry o u t th e p rovision s o f th is Act;
4 t o u tiliz e th e services of a n y or all d ep a rtm en ts an d a n y a n d all officers or a g en ts o f th e U n ite d S ta te s and t o accept th e services o f all officers an d a g e n ts of th e several S ta tes, T erritories, an d th e D istrict of C olum bia a n d su b d ivision s th ereo f in th e ex ecu tio n o f th is Act;
S ec . 14 a Every person sh a ll b e deem ed t o h ave n o tic e o f th e req u irem en ts of Jhis A ct u p o n p u b lic a tio n by th e P resid en t o f a p roclam ation or o th er p u b lic n o tic e fixin g a tim e for an y registration u n d er sectio n 2.
WHEREAS on the sixteenth day of September, 1940,1 issued a proclamation1
calling upon all persons subject to regis tration in the several States of the United States and in the District of Columbia to present themselves for and submit to registration as provided by, and in ac cordance with, the aforesaid Act of Congress; and WHEREAS such proclamation provides that The times and places for registra tion in Alaska, Hawaii, and Puerto Rico will be fixed in subsequent proclama tions.;
NOW, THEREFORE, J, FRANKLIN D.
ROOSEVELT, President of the United States of America, under and by virtue of the authority vested in me by the aforesaid Selective Training and Service Act of 1940, do proclaim the following:
1. The first registration under the Se lective Training and Service Act of 1940
for the Territory of Alaska shall take place in such Territory on Wednesday, the twenty-second day of January, 1941, between the hours of 7:00 A. M. and 9:00 P. M.
2. Every male person other than per sons excepted by section 5 a of the aforesaid Act and those previously reg istered pursuant to the said Proclama tion of September 16, 1940, or pursuant to the Proclamation issued by me on the first day of October, 1940, providing for 1 5 F. R. 3699.
