Anchorage G rounds in H ampton R oads and th e H arbors of N orfolk and N ew po rt N e w s , Virgin ia , and R ules and R egulations R elating T hereto EXTRACTS FROM LAWS REGULATING THE USE OF NAVIGABLE WATERS

Obstruction Prohibited River and harbor act approved March 3, 1899:
S ec . 10. T h a t th e creation, of any obstruction n o t affirmatively authorized by Congress to th e navigable capacity of any of th e waters of th e U nited States Is hereby prohibited;

Sec. 12. T hat every person and every corporation th a t shall violate any erf th e provisions of sections nine, ten , and eleven of this act, shall be deemed guilty of a misdemeanor, and on conviction thereof shall be punished by a fine n o t exceeding $2,500 nor less th a n $500, or by im prisonm ent in th e case of a natural person n o t exceeding one year, or by b oth such punish ments, in th e discretion of th e court.

S ec . 15. T hat it shall not be lawful to tie u p or anchor vessels
or other craft in navigable channels In such a m anner as to pre vent or obstruct th e passage of other vessels or craft; or to volun tarily or carelessly sink, or perm it or cause to be sunk, vessels or other craft in navigable channels;

Sec . 16. T hat every person and every corporation th a t shall
violate, or th a t shall knowingly aid, abet, authorize, or instigate a violation of th e provisions of sections thirteen, fourteen, and fifteen of th is act shall be guilty of a misdemeanor, and on con viction thereof shall be punished by a fine n o t exceeding $2,500
nor less th a n $500, or by im prisonm ent in th e case of a n atu ral person for n o t less th a n th irty days nor more th a n one year, or by both such fine and im prisonment, in th e discretion of th e court, one-half of said fine to be paid to th e person or persons giving information which shall lead to conviction.

Interference With Range Lights Prohibited Act approved May 14, 1908:
Sec . 6. T hat it; shall be unlaw ful ter any person to obstruct or Interfere w ith any aid to navigation established or m aintained in th e Lighthouse Establishm ent under th e Lighthouse Board, or to anchor any vessel in any of th e navigable waters of th e United States so as to obstruct or interfere w ith range lights m ain tained therein, and any person violating th e provisions of th is section shall be deemed guilty of a misdemeanor and be subject to a fine not exceeding th e sum of $500 for each offense, and each day during which such violation shall continue shall be considered as a new offense.

Establishment of Anchorage Grounds Authorized River and harbor act approved March 4, 1915:
Sec. 7. T hat th e Secretary of War is hereby authorized, em powered, and directed to define and establish anchorage ground lor vesseis in all harbors, rivers, bays, and other navigable water f? the United States whenever it is m anifest to th e said Secretar tn a t th e m aritim e or commercial interests of th e U nited State require such anchorage grounds for safe navigation and th e estab nsnm ent of such anchorage grounds shall have been recommende 011161 of Engineers, and to adopt suitable rules and régula uons in relation thereto; and such rules and regulations Ha
be enforced by th e R evenue-Cutter Service under th e direction of th e Secretary of th e Treasury: Provided, T hat a t ports or places where there is no revenue cu tter available such rules and regulations may be enforced by th e Chief of Engineers under th e direction of th e Secretary of War. In th e event of th e viola tion of any such rules and regulations by th e owner, master, or person in charge of any vessel, such owner, master, or person In charge of such vessel shall be liable to a penalty of $100;
and th e said vessel may be holden for th e paym ent of such penalty, and may be seized and proceeded against sum marily by libel for th e recovery of th e same in any United States district court for th e district w ithin which such vessel may be and in th e name of th e officer designated by th e Secretary of War."
N ote .The Revenue-Cutter Service is now included in the United States Coast Guard act of January 28, 1915. The officer of th e Coast Guard Service charged w ith special duties in con nection w ith th e enforcement of these regulations under th e direction of th e Secretary of th e Treasury is designated C aptain of th e Port. Complaints arising under these regulations should be addressed to th a t officer. His office is a t Norfolk, Va.
THE ANCHORAGE GROUNDS
All azim uths are referred to a tru e m eridian
Under authority of the provisions of section 7 of the river and harbor act approved March 4, 1915, quoted above, the following anchorage grounds for vessels in Hampton Roads and the harbors of Norfolk and Newport News, Virginia, are hereby defined and established, and the following rules and regulations relating thereto are adopted:
Temporary Anchorage AHampton Bar To the westward of a line bearing 8 from a point A
determined by the following cross bearings: Old Point Com fort Light, bearing 31; range and beacon tower on west end of Port Wool, bearing 100; to the northward of a line bear ing 229 from point A to a point B, 425 yards distant; to the northeastward of a line bearing 289 from point B" to the Elizabeth City County shore.
N ote .This area is reserved for th e use of vessels while under going exam ination by quarantine, customs, and im m igration au
thorities. Upon completion of these examinations, vessels bail move prom ptly to a regular anchorage area.

The master of every steam vessel using this temporary anchorage shall keep his vessel in condition to move promptly under her own power upon notification by the Captain of the Port, and, when any such vessel is in charge of a pilot, the pilot shall remain on board until the vessel is safely anchored in a designated anchorage area. No sailing vessel, using this anchorage, shall be left unattended by a steam tugboat while undergoing examination by any of the authorities mentioned herein, except when her stay is likely to be of several hours duration, when she shall be anchored in the western part of this temporary anchorage out of the way of other vessels before the tug and pilot leave her.
No master of a vessel awaiting or undergoing quarantine inspection shall release any part of the crew until the vessel has been passed by the proper quarantine officials and safely anchored, or moored, in one of the designated areas.
