A PROCLAMATION
W HEREAS the Secretary of Agriculture has submitted to me fo r approval the follow ing amendatory regulation adopted by him on January 22, 1938, under authority of the M igra tory Bird Treaty A ct o f July 3, 1918 40 Stat. 755 :

The regulation entitled Regulation Designating Certain Land and Navigable W ater W ithin or Adjacent to W hite River M igratory W aterfow l Refuge, Arkansas, as Closed Area Under the M igratory Bird Treaty Act, adopted by the Acting Secretary o f Agriculture and approved by the Presi dent by Proclam ation No. 2206 o f October 14, 1936,1 is hereby amended to read as follow s:
I, H. A. Wallace, Secretary o f Agriculture, by virtue of and pursuant to the authority vested in me by the M igratory Bird Treaty A ct of July 3, 1918 40 Stat. 755, and in exten sion of Regulation 4 o f the M igratory Bird Treaty Act Regu lations, do hereby designate as a closed area, in or on which hunting, taking, capturing, or killing, or attempting to hunt, take, capture, or kill, m igratory birds is not permitted, all that area of land and navigable water in Monroe, Arkansas, Phillips, and Desha Counties, Arkansas, lying within the meander lines o f the W hite River between its point o f entry into Sec. 13, T. 3 S., R. 2 W., and the point where it leaves Sec. 29, T . 8 S., R. 1 W ., F ifth Principal Meridian, and all lands and waters in Arkansas County, Arkansas, lying within the meander lines o f La Grue Bayou between its point of entry into Sec. 19, T . 6 S., R. 1 W., and the point of its confluence with the W hite River in Sec. 7, T . 7 S., R. 1 W., F ifth Principal Meridian, and being within or adjacent to W hite River M igratory W aterfowl Refuge as established by Executive Order No. 7173, dated September 4, 1935 ; and W HEREAS upon consideration it appears that the fore going regulation w ill tend to effectuate the purposes of the aforesaid M igratory Bird Treaty A ct o f July 3, 1918:
NOW, THEREFORE, I, F R A N K LIN D. ROOSEVELT, President of the United States o f America, under and by virtue of the authority vested in me by the aforesaid M igratory Bird Treaty A ct of July 3, 1918, do hereby ap prove and proclaim the foregoing amendatory regulation of the Secretary of Agriculture.

C., title 19, sec. 2 , the lim its o f the customs port o f entry o f Philadelphia, Pennsylvania, in Customs Collection Dis trict No. 11 Philadelphia, are hereby extended to include the following territory:
Borough o f Brooklawn, County o f Camden, New Jersey;
Township o f W est Deptford, County o f Gloucester, New Jersey;
Borough of National Park, County o f Gloucester, New Jersey;
Borough of Paulsboro, County o f Gloucester, New Jersey;
Township o f Greenwich, County of Gloucester, New Jersey;
Township o f Tinicum, County o f Delaware, Pennsylvania.
This order shall become effective thirty days from the date hereof.
