No diplomatic or consular file in the General Land Office, Washington, D. C ., be, and officer shall ask or accept for him self or any other per they are hereby, excluded from the Tongass National Forest son, any present, emolument, office, or title of any kind and restored to entry under the applicable public-land laws:
