The Council is at the heart of the Community deliberative process.
This guide gives an outline of its structure, its powers and its method of functioning. Updated twice yearly, it provides readers with a list of the Representatives of the Governments of the Member States who regularly take part in Council meetings, a list of the members of the Permanent Representatives Committee, a directory of the Permanent Representation of each Member State, and the structure of the General Secretariat of the Council. It also contains useful information on the Committees working within the Council, the joint Association and Cooperation Councils, the ACP-EEC Council of Ministers and the Representations of the ACP States to the Community.
