Alderman Burke moved to Suspend the Rules Temporarily to permit immediate consideration of and action upon the said proposed resolution. The motion Prevailed.
The following is said proposed resolution:

WHEREAS, In the early afternoon of July 21,2017, Chicago Police Officers David Perez Star Number 14864 and Victoria Mendoza Star Number 14334 were dispatched to the scene of an armed robbery at a T-Mobile store at 43 rd Street and Ashland Avenue in the Back of the Yards neighborhood on Chicagos South Side; and

WHEREAS, Armed robbers had entered the store, rounded up the stores employees and customers, and bound them with zip ties; and WHEREAS, One employee managed to slip out the back of the store undetected to alert police, while a customer escaped through the front door, before the offenders fled the scene in a waiting vehicle; and WHEREAS, Officers Perez and Mendoza immediately pursued the offenders; and WHEREAS, When the offenders reached the west side of Ashland Avenue, they turned, pointed their guns at the pursuing officers, and began firing; and WHEREAS, Officer Mendoza was shot in the leg, the bullet shattering her knee; and WHEREAS, Ignoring the significant risk to his own life, Officer Perez continued to pursue the offenders on foot; and WHEREAS, During the foot chase, Officer Perez took and returned gun fire with at least one of the offenders; and WHEREAS, Thanks to the bravery and relentless determination of Officer Perez and other pursuing officers, the offenders were arrested and charged with armed robbery and attempted murder; and WHEREAS, Ten days after being grievously injured while on duty, Officer Mendoza personally thanked the children attending camp at the Chicago Park Districts Wilson Field House for the lovely get-well cards they had sent her while she was recuperating in the hospital; and WHEREAS, In response to a question from one inquisitive child, Officer Mendoza, who is widely admired for her irrepressible spirit and boundless energy, assured the children that she planned to return to work at the Chicago Police Department as soon as possible to do "the job I was intended to do". In the meantime, she said, "I have a goal. I do the Hustle Up the Hancock every year. Thats the goal I am going to work for"; and WHEREAS, The courage, devotion, and resilience demonstrated by Officer Perez and Officer Mendoza, while risking their lives at the scene of a violent crime; and in the case of Officer Mendoza, while recovering from the wound she sustained in the line of duty, has earned them the respect and gratitude of all Chicagoans; now, therefore, Be It Resolved, That we, the Mayor and members of City of Chicago, assembled this sixth day of September Chicago Police Officers David Perez and Victoria Mendoza, highest traditions of the Chicago Police Department, risked defend the residents of our great City; and
the City Council of the 2017, do hereby honor who, in keeping with the their lives to protect and

Be It Further Resolved, That suitable copies of this resolution be presented to Chicago Police Officers David Perez and Victoria Mendoza, and placed on permanent record in their personnel files, as a token of our gratitude and esteem.

On motion of Alderman Burke, seconded by Aldermen Dowell, Thompson, Cardenas, Lopez, Curtis, Cochran, Solis, Taliaferro, Reboyras, Sposato and Napolitano, the foregoing proposed resolution was Adopted by a viva voce vote.
At this point in the proceedings, the Honorable Rahm Emanuel, Mayor, rose and on behalf of the people of Chicago, extended appreciation to Police Officers Davis Perez and Victoria Mendoza for their heroic actions in apprehending violent offenders involved in an armed robbery. Lauding the brave and selfless dedication of Officer Mendoza, who sustained a gunshot wound, and Officer Perez during their relentless pursuit of the dangerous and armed offenders, Mayor Emanuel observed that each day the men and women of the Police Department place their lives in jeopardy in serving and protecting the people of Chicago.
Noting the devastating impact that guns and violence have on communities across the city and the speed in which violent criminals and repeat gun offenders are released and back on the streets after serving only a fraction of their sentence, Mayor Emanuel called for stricter laws and penalties to curtail criminal activities and urged the members of the City Council to support passage of an ordinance before the body today that will strengthen regulations regarding the secondary cell phone market and hinder their use for criminal intent.
Mayor Emanuel then left the rostrum and strode to the commissioners gallery where he presented Police Officers Victoria Mendoza and Davis Perez with parchment copies of the congratulatory resolution.

The following is said proposed resolution:

WHEREAS, Shortly before midnight on Friday, May 26, 2017, members of the Chicago Fire Department responded to a fire call in the 4300 block of North Monticello Avenue.
While on the way, OEMC confirmed the fire and advised of the possibility of people being trapped inside, and escalated the scope of the response; and WHEREAS, Battalion 10, Engine Company 124, and Truck Company 38, supported by Ambulances 32 and 48, rushed to the scene to find a one-and-a-half-story frame home so engulfed in flames that firefighters initially could not make entry; and WHEREAS, Concerned that people were trapped inside the burning home, members of Engine 124 quickly trained two hose lines onto the fast-moving fire in a desperate attempt to knock down the flames and clear a path for search and rescue crews to enter. These firefighters also worked to keep the fire from spreading to nearby homes. The remaining members of Engine 124 worked seamlessly as a team to connect the engine to fire hydrants and maintain a stable supply of water needed to battle the flames; and WHEREAS, As water began to flow onto the fire, members of Truck 38 bravely entered the burning home to search for trapped victims and help battle the blaze. These firefighters also raised ladders to the roof of the home to cut ventilation holes essential to allow the deadly smoke and heat to escape; and WHEREAS, The heroic efforts of the members of Engine 124 quickly brought the fire under control and provided the members of Truck 38 the protection they needed to find .and rescue two terrified young victims, aged eight and nine, who were trapped by the smoke and flames; and WHEREAS, Personnel from Ambulance 32 and Ambulance 48 provided on-scene emergency medical treatment to the three adults and three children who were victims of the fire. The trapped children rescued from the flames were the most seriously injured, and were transported to hospitals for further treatment; and

WHEREAS, Thanks to their bravery, teamwork, specialized training, and dedication to duty, these members of the Chicago Fire Department were able to quickly extinguish the fire, rescue and treat injured victims with no loss of life, and prevent the fire from spreading to nearby buildings; and WHEREAS, The courage, quick actions, and effective firefighting and lifesaving techniques exhibited in response to this fire exemplify the highest traditions, dedication to duty and commitment to service inherent in all members of the Chicago Fire Department and demonstrated why the Chicago Fire Department is a source of pride to the City; now, therefore, Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, assembled this sixth day of September 2017, do hereby express our admiration and gratitude to Battalion Chief Kurt Nelson of the 10th Battalion;
Lieutenant James Lucas, Engineer Andreas Leititis and Firefighters Noel Martinez, Byron Franco and Bryce Myers of Engine Company 124; Lieutenant Michael Burns and Firefighters Mark Johnson, James OBoyle, Eric McLean and Sean McMahon of Truck Company 38; Paramedic in Charge Shelly Wright and Paramedic Fredrick Ford of Ambulance 32; and Paramedic in Charge Jessica Kilimnik and Paramedic Kathryn Hayes of Ambulance 48 for their heroic actions; and Be It Further Resolved, That a suitable copy of this resolution be presented to these members of the Chicago Fire Department, and placed on permanent record in their respective personnel files, as a token of our gratitude and esteem.

At this point in the proceedings, the Honorable Rahm Emanuel, Mayor, rose and on behalf of a grateful city, extended appreciation to Battalion Chief Kurt Nelson of the 10th Battalion, Lieutenant James Lucas, Engineer Andreas Leititis and Firefighters Noel Martinez, Byron Franco and Bruce Myers of Engine Company 124, Lieutenant Michael Burns and Firefighters Mark Johnson, James OBoyle, Eric McLean and Sean McMahon of Truck Company 38, Paramedic in Charge Shelly Wright and Paramedic Fredrick Ford of Ambulance 32 and Paramedic in Charge Jessica Kilimnik and Paramedic Kathryn Hayes of Ambulance 48 for their life-saving rescue. Lauding the brave and selfless response by the honorees under life-threatening and challenging conditions, Mayor Emanuel spoke of the dedication, training, teamwork and focus necessary to perform such a dangerous rescue. A
debt of gratitude is owed to the honorees and all members of the Fire Department who place their lives in danger each day for the safety and protection of others, the Mayor declared, and who proudly answer the call to duty as part of the "finest Fire Department in the United States of America". Mayor Emanuel then invited several honorees to the Mayors rostrum where he presented each with a parchment copy of the congratulatory resolution.
