SUPPLEMENTARY INFORMATION:

AGENCY:

The FAA is adopting a new airworthiness directive AD for certain Rolls-Royce Deutschland Ltd. & Co KG
RRD Trent 1000 model turbofan engines. This AD was prompted by the manufacturer revising the engine Time Limits Manual TLM life limits of certain critical rotating parts and direct accumulation counting data files. This AD requires the operator to revise the airworthiness limitation section ALS
of their existing approved aircraft maintenance program AMP by incorporating the revised tasks of the applicable TLM for each affected model turbofan engine, as specified in a European Union Aviation Safety Agency EASA AD, which is incorporated by reference. The FAA is issuing this AD
to address the unsafe condition on these products.
DATES: This AD is effective December 2, 2021.
The Director of the Federal Register approved the incorporation by reference of a certain publication listed in this AD
as of December 2, 2021.
The FAA must receive comments on this AD by January 3, 2022.

Background EASA, which is the Technical Agent for the Member States of the European Union, has issued EASA AD 20200242, dated November 5, 2020 EASA AD
20200242 also referred to as the Mandatory Continuing Airworthiness Information, or the MCAI, to correct an unsafe condition for certain RRD Trent 1000A, Trent 1000AE, Trent 1000C, Trent 1000CE, Trent 1000D, Trent 1000E, Trent 1000G, and Trent 1000H model turbofan engines.
This AD was prompted by the manufacturer revising the engine TLM
life limits of certain critical rotating parts and updating certain maintenance tasks. The FAA is issuing this AD to address the failure of critical rotating parts.
FAAs Determination These engines have been approved by the aviation authority of another country and are approved for operation in the United States. Pursuant to the FAAs bilateral agreement with the State of Design Authority, the FAA has been notified about the unsafe condition described in the EASA AD referenced in this proposed AD. The FAA is issuing this AD because the agency evaluated all the relevant information provided by EASA and determined the unsafe condition described previously is likely to exist or develop in other products of the same type design.

AD Requirements This AD requires accomplishing the actions specified in EASA AD 2020
0242, described previously, as incorporated by reference, except for any differences identified as exceptions in the regulatory text of this AD and except as discussed under Differences Between this AD and the MCAI.
Explanation of Required Compliance Information In the FAAs ongoing efforts to improve the efficiency of the AD
process, the FAA developed a process to use some civil aviation authority CAA
ADs as the primary source of information for compliance with requirements for corresponding FAA
ADs. The FAA has since coordinated with other manufacturers and civil aviation authorities CAAs to use this process. As a result, EASA AD 2020
0242 will be incorporated in this final rule. This AD, therefore, requires compliance with EASA AD 20200242
in its entirety through that incorporation, except for any differences identified as exceptions in the regulatory text of this AD. Using common terms that are the same as the heading of a particular section in EASA
AD 20200242 does not mean that operators need comply only with that section. For example, where the AD
requirement refers to all required actions and compliance times, compliance with this AD requirement is not limited to the section titled Required Actions and Compliance Times in EASA AD 20200242.
