Federal Register / Vol. 86, No. 229 / Thursday, December 2, 2021 / Notices and a lack of demographic data to assess how H. nobilis is or may respond to these threats, we are unable to determine, with any confidence, the impact of the identified threats on the status of the species presently or in the foreseeable future. Therefore, H. nobilis does not meet the definition of a threatened species or an endangered species and does not warrant listing as threatened or endangered at this time.
This is a final action, and, therefore, we are not soliciting public comments.

Peer Review In December 2004, the Office of Management and Budget OMB issued a Final Information Quality Bulletin for Peer Review establishing minimum peer review standards, a transparent process for public disclosure of peer review planning, and opportunities for public participation. The OMB Bulletin, implemented under the Information Quality Act Pub. L. 106554 is intended to enhance the quality and credibility of the Federal Governments scientific information, and applies to influential or highly influential scientific information disseminated on or after June 16, 2005. To satisfy our requirements under the OMB Bulletin, we obtained independent peer review of the Status Review Report. Three independent specialists were selected from the academic and scientific community for this review. All peer reviewer comments were addressed prior to dissemination of the final Status Review Report and publication of this 12-month finding.
