Assessment Rates Pursuant to 19 CFR 351.212b2, Commerce will determine, and CBP
shall assess, countervailing duties on all appropriate entries of subject merchandise in accordance with the final results of this review, for the above-listed companies at the applicable ad valorem assessment rates listed. We intend to issue assessment instructions to CBP 35 days after the date of publication of these final results of review. If a timely summons is filed at the U.S. Court of International Trade, the assessment instructions will direct CBP not to liquidate relevant entries until the time for parties to file a request for a statutory injunction has expired i.e., within 90 days of publication.
For the companies for which this review is rescinded, Commerce will instruct CBP to assess countervailing duties on all appropriate entries at a rate equal to the cash deposit of estimated countervailing duties required at the time of entry, or withdrawal from warehouse, for consumption, during the POR in accordance with 19 CFR
351.212c1i.

In accordance with section 751a2C of the Act, Commerce also intends to instruct CBP to collect cash deposits of estimated countervailing duties in the amounts shown for each of the companies listed above on shipments of subject merchandise entered, or withdrawn from warehouse, for consumption on or after the date of publication of the final results of this administrative review. For all nonreviewed firms subject to the order, we will instruct CBP to continue to collect cash deposits of estimated countervailing duties at the most recent company-specific or all-others rate applicable to the company, as appropriate. These cash deposit requirements, effective upon publication of these final results, shall remain in effect until further notice.

Final Results of Antidumping Duty Administrative Review; 20192020

SUMMARY: The Department of Commerce Commerce is conducting an administrative review of the antidumping duty order on strontium chromate from France. The period of review POR is May 17, 2019, through October 31, 2020. The review covers one producer/exporter of the subject merchandise, Societe Nouvelle des Couleurs Zinciques SNCZ. We determine that sales of subject merchandise by SNCZ were sold at prices below normal value NV.

Background Commerce published the Preliminary Results on August 2, 2021.1 We invited interested parties to comment on the Preliminary Results. For a complete description of the events that occurred after the Preliminary Results, see the Issues and Decision Memorandum.2
Commerce conducted this review in accordance with section 751a1B of the Tariff Act of 1930, as amended the Act.
Scope of the Order 3
The product covered by this Order is strontium chromate from France. A full description of the scope of the Order is contained in the Issues and Decision Memorandum.
Analysis of Comments Received The sole issue raised in the parties case and rebuttal briefs is addressed in the Issues and Decision Memorandum and is listed in the appendix to this notice.
