Authority to impose and collect regulatory fees is contained in section 9
of the Communications Act, as amended by sections 101103 of title I of the Consolidated Appropriations Act of 2018 Pub. L. 115141, 132 Stat. 1084, 47 U.S.C. 159, which directs the Commission to prescribe and collect annual regulatory fees to recover the cost of carrying out the functions of the Commission.
