Designation of New Grantee, ForeignTrade Zone 218, St. Lucie County, Florida Pursuant to its authority under the ForeignTrade Zones Act of June 18, 1934, as amended 19 U.S.C. 81a81u, the ForeignTrade Zones Board the Board adopts the following Order:

The Foreign-Trade Zones FTZ Board the Board has considered the application docketed May 17, 2021
submitted by Treasure Coast ForeignTrade Zone, Inc., grantee of FTZ 218, requesting reissuance of the grant of authority for said zone to St. Lucie County, Florida, which has accepted such reissuance subject to approval by the FTZ Board. Upon review, the Board finds that the requirements of the FTZ
Act and the Boards regulations are satisfied, and that the proposal is in the public interest.
Therefore, the Board approves the application and recognizes St. Lucie County, Florida as the new grantee for Foreign-Trade Zone 218, subject to the FTZ Act and the Boards regulations, including Section 400.13.

SUPPLEMENTARY INFORMATION:

Background The review covers one producer and exporter of the subject merchandise, Toray Advanced Materials Korea, Inc.

On May 6, 2021, Commerce published the Preliminary Results.1 Although we invited parties to comment on the Preliminary Results,2 no interested party submitted comments. Accordingly, no decision memorandum accompanies this Federal Register notice.3
Commerce conducted this administrative review in accordance with section 751 of the Tariff Act of 1930, as amended the Act.
Scope of the Order The merchandise subject to the order includes synthetic staple fibers, not carded, or combed, specifically bicomponent polyester fibers having a polyester fiber component that melts at a lower temperature than the other polyester fiber component low melt PSF. The scope includes bi-component polyester staple fibers of any denier or cut length. The subject merchandise may be coated, usually with a finish or dye, or not coated.
Low melt PSF is classifiable under the Harmonized Tariff Schedule of the United States HTSUS subheading 5503.20.0015. Although the HTSUS
subheading is provided for convenience and customs purposes, the written description of the scope of the order is dispositive.
