The Environmental Protection Agency EPA is approving a revision to the New York State Implementation Plan SIP as a SIP-strengthening measure that is expected to further control emissions of oxides of nitrogen NOx to contribute to attainment and maintenance of ozone standards. This SIP strengthening measure goes beyond what has already been approved as satisfying the RACT requirements for the 2008 ozone NAAQS. The EPA is approving a SIP revision of a New York regulation that lowers allowable NOx emissions from simple cycle and regenerative combustion turbines during the ozone season. The intended effect of this action is to approve control
