that no person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any educational program or activity receiving Federal financial assistance, with specific exceptions for various entities, programs, and activities. 20 U.S.C.

regulations prohibit discrimination on the basis of sex in the operation of, and the provision or denial of benefits by, educational programs or activities conducted not only by educational institutions but by other entities as well, including, for example, law enforcement agencies, and for profit and nonprofit organizations.
