b Definitions. As used in this section Captain of the Port COTP means the Commander, U.S. Coast Guard Sector MarylandNational Capital Region.
Designated representative means any Coast Guard commissioned, warrant, or petty officer who has been authorized by the Captain of the Port Maryland National Capital Region to assist in enforcing the safety zone described in paragraph a of this section.
c Regulations. 1 Under the general safety zone regulations in subpart C of this part, you may not enter the safety zone described in paragraph a of this section unless authorized by the COTP
or the COTPs designated representative.

d Enforcement officials. The U.S.
Coast Guard may be assisted in the patrol and enforcement of the safety zone by Federal, State, and local agencies.
e Enforcement period. This section will be enforced from 8 p.m. to 11 p.m.
on July 4, 2021, or if necessary due to inclement weather on July 4, 2021, from 8 p.m. to 11 p.m. on July 5, 2021.

Valent BioSciences, LLC., submitted a petition to EPA under the Federal Food, Drug, and Cosmetic Act FFDCA, requesting an exemption from the requirement of a tolerance for residues of the plant growth regulator 1aminocyclopropane-1-carboxylic acid 1ACC in or on apples and stone fruit when used in accordance with good agricultural practices. This regulation eliminates the need to establish a maximum permissible level for residues of 1-aminocyclopropane-1-carboxylic acid 1ACC.
DATES: This regulation is effective June 28, 2021. Objections and requests for hearings must be received on or before August 27, 2021 and must be filed in accordance with the instructions provided in 40 CFR part 178 see also Unit I.C. of the SUPPLEMENTARY
INFORMATION.
