Further, for any non-DOE licensees, the NRC will continue using a matrix to determine the effort levels associated with conducting generic regulatory actions for the different licensees in the uranium recovery facilities fee class;
this is similar to the NRCs approach for fuel facilities, described previously. The matrix methodology for uranium
recovery licensees first identifies the licensee categories included within this fee class excluding DOE. These categories are: Conventional uranium mills and heap leach facilities, uranium in situ recovery ISR and resin ISR
facilities, and mill tailings disposal facilities. The matrix identifies the types of operating activities that support and

displays the benefit factors for the nonDOE licensee in that fee category:
