Needs and Uses: This new proposed information collection replaces previously approved generic collection 06940128. All U.S. firms desiring to participate in the NATO International Competitive Bidding ICB process under the NATO Security Investment Program NSIP must be certified as technically, financially and professionally competent. The U.S.
Department of Commerce provides the Declaration of Eligibility that certifies these firms. Any such firm seeking certification is required to submit a completed Form BIS4023P along with a current annual financial report and a resume of past projects in order to become certified and placed on the Consolidated List of Eligible Bidders.
Affected Public: Business or other forprofit organizations.
Frequency: On Occasion.
Respondents Obligation: Voluntary.
Legal Authority: Section 401 10 of Executive Order 12656 November 18, 1988, 15 U.S.C. Section 1512.

SUMMARY: The Department of Commerce Commerce determines that Both-Well Taizhou Steel Fittings, Co., Ltd. BothWell, a producer and/or exporter of forged steel fittings from the Peoples Republic of China China, received countervailable subsidies during the period of review POR March 14, 2018, through December 31, 2018.

Background Commerce published the Preliminary Results of the administrative review in the Federal Register on November 13, 2020.1 We invited interested parties to comment on the Preliminary Results.
On December 18, 2020, we received a case brief from Both-Well. On December 23, 2020, we received a rebuttal brief from Bonney Forge Corporation and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union, AFLCIO, CLC
collectively, the petitioners.
