Availability and Summary of Documents for Incorporation by Reference This document proposes to amend FAA Order 7400.11E, Airspace Designations and Reporting Points, dated July 21, 2020, and effective September 15, 2020. FAA Order 7400.11E is publicly available as listed in the ADDRESSES section of this document. FAA Order 7400.11E lists Class A, B, C, D, and E airspace areas, air traffic service routes, and reporting points.
The Proposal The FAA is proposing an amendment to 14 CFR part 71 by amending the Class E airspace extending upward from 700
feet above the surface at Sac City Municipal Airport, Sac City, IA, by removing the Sac City NDB and associated extension from the airspace legal description.
This action is the result of an airspace review due to the decommissioning of the Sac City NDB which provided navigation information for the instrument procedures at this airport.
Class E airspace designations are published in paragraph 6005 of FAA

FAA Order 7400.11, Airspace Designations and Reporting Points, is published yearly and effective on September 15.
Regulatory Notices and Analyses The FAA has determined that this regulation only involves an established body of technical regulations for which frequent and routine amendments are necessary to keep them operationally current, is non-controversial and unlikely to result in adverse or negative comments. It, therefore: 1 Is not a significant regulatory action under Executive Order 12866; 2 is not a significant rule under DOT

FR 11034; February 26, 1979; and 3
does not warrant preparation of a regulatory evaluation as the anticipated impact is so minimal. Since this is a routine matter that will only affect air traffic procedures and air navigation, it is certified that this rule, when promulgated, would not have a significant economic impact on a substantial number of small entities under the criteria of the Regulatory Flexibility Act.
Environmental Review This proposal will be subject to an environmental analysis in accordance with FAA Order 1050.1F, Environmental Impacts: Policies and Procedures prior to any FAA final regulatory action.

ACTION: Proposed rule; withdrawal.
AGENCY:

The Department of Labor is withdrawing the proposed rule that accompanied its direct final rule DFR
that requires electronic filing e-filing and electronic service e-service for attorneys and lay representatives representing parties in proceedings before the Employees Compensation Appeals Board ECAB or the Board and allows the Board, in its discretion, to hold oral arguments by videoconference.
DATES: As of March 17, 2021, the proposed rule published January 11, 2021, at 86 FR 1831, is withdrawn.

SUPPLEMENTARY INFORMATION: In the concurrent direct final rule DFR
published at 86 FR 1768, the Department stated that if a significant adverse comment was submitted by February 10, 2021, the Department would publish a timely withdrawal in the Federal Register informing the public that the DFR will not take effect.
The Department issued an identical Notice of Proposed Rulemaking NPRM
on the same day 86 FR 1831. The SUMMARY:
