The domestic interested parties claimed interested party status under section 7719C of the Act, as manufacturers, producers, or wholesalers of a domestic like product in the United States. On October 31, 2019, the domestic interested parties provided a complete substantive response for this review within the 30-day deadline specified in 19 CFR 351.218d3i. We received no substantive responses from any other interested parties, nor was a hearing requested. As a result, pursuant to section 751c3B of the Act and 19
CFR 351.218e1iiC2, Commerce conducted an expedited 120-day sunset review of the order.
Scope of the Order The merchandise covered by the order is certain frozen fish fillets. For a full description of the scope, see the Issues and Decision Memorandum.3
Analysis of Comments Received All issues raised in this review, including the likelihood of continuation or recurrence of dumping in the event of revocation and the magnitude of the margins likely to prevail if the orders were revoked, are addressed in the accompanying Issues and Decision Memorandum, which is hereby adopted by this notice. The Issues and Decision Memorandum is a public document and is on file electronically via Enforcement and Compliances Antidumping and Countervailing Duty Centralized Electronic Service System ACCESS.
ACCESS is available to registered users at http access.trade.gov, and to all parties in the Central Records Unit, room B8024 of the main Commerce building. In addition, a complete version of the Issues and Decision Memorandum can be accessed directly at http enforcement.trade.gov/frn/.

Final Results of Sunset Review Pursuant to sections 751c1 and 752c1 and 3 of the Act, Commerce determines that revocation of the antidumping duty order on fish fillets from Vietnam would likely lead to continuation or recurrence of dumping and that the magnitude of the margins is up to 63.88 percent.

SUPPLEMENTARY INFORMATION:
Background On April 1, 2019, based on a timely request for review filed by the petitioners,1 we initiated an administrative review on prestressed concrete steel wire strand PC Strand from Thailand for SIW,2 the only company for which a review was requested.3 In September 2019, we extended the preliminary results of this review to no later than January 31, 2020.4 For a complete description of the events that followed the initiation of this review, see the Preliminary Decision Memorandum.5

The product covered by the Order 6 is PC Strand from Thailand. Products subject to the order are currently classified in the Harmonized Tariff Schedule of the United States HTSUS
under item numbers 7312.10.3010 and 7312.10.3012. Although the HTSUS

SUMMARY: The Department of Commerce Commerce preliminarily finds that The Siam Industrial Wire Co., Ltd. SIW did not make sales of subject merchandise at less than normal value NV during the period of review POR January 1, 2018
