The Commission scheduled the final phase of the investigation following notification of a preliminary determination by Commerce that imports of 4th tier cigarettes from Korea were being sold at LTFV within the meaning of section 733b of the Act 19
U.S.C. 1673bb. Notice of the scheduling of the final phase of the Commissions investigation and of a public hearing to be held in connection therewith was given by posting copies of the notice in the Office of the Secretary, U.S. International Trade Commission, Washington, DC, and by publishing the notice in the Federal Register of August 3, 2020 85 FR
46718. In light of the restrictions on access to the Commission building due to the COVID19 pandemic, the Commission conducted its hearing through written testimony and video conference on December 3, 2020. All persons who requested the opportunity were permitted to participate.
The Commission made this determination pursuant to 735b of the Act 19 U.S.C. 1673db. It completed and filed its determination in this investigation on January 25, 2021.

authorizes the execution of Environmental InformationATF Form 5000.29, during the explosives application process, to ensure compliance with the Act. ATF
personnel reviews the collected information to determine if there is any adverse impact on the environment due to the applicants business operations, or disposal of waste products.
5 An estimate of the total number of respondents and the amount of time estimated for an average respondent to respond: An estimated 680 respondents will use the form annually, and it will take each respondent approximately 30
minutes to complete their responses.
6 An estimate of the total public burden in hours associated with the collection: The estimated annual public burden associated with this collection is 340 hours, which is equal to 680 of respondents .5 30 minutes.
