On September 12, 2017, Commerce published the antidumping duty order on emulsion styrene-butadiene rubber ESB rubber from Mexico.1 On November 12, 2019, in accordance with 19 CFR 351.221ci, Commerce initiated an administrative review of the Order, covering Negromex.2 For details regarding the events that followed the initiation of this review, see the Preliminary Decision Memorandum.3

On April 24, 2020, Commerce tolled all deadlines in administrative reviews by 50 days.4 On July 15, 2020, pursuant to section 751a3A of the Tariff Act of 1930, as amended the Act, we further extended the deadline for the preliminary results of this review by 120
days.5 On July 21, 2020, Commerce tolled deadlines in administrative reviews by an additional 60 days.6 The deadline for the preliminary results of this review is now January 19, 2021.
Disclosure and Public Comment We intend to disclose the calculations performed to parties within five days after public announcement of the preliminary results.7 Pursuant to 19 CFR
351.309c, interested parties may submit case briefs no later than 30 days after the date of publication of this notice.
