Method 211A Torque Measurement Instructions.
If using IEC 6003421:2014 Method 211A to measure motor performance, follow the instructions in paragraph b3iiiB of this section, instead of section 6.1.2.2 of IEC 6003421:2014;
B Couple the machine under test to load machine. Measure torque using an in-line shaft-coupled, rotating torque transducer or stationary, stator reaction torque transducer. Operate the machine under test at the rated load until thermal equilibrium is achieved rate of change 1 K or less per half hour. Record U, I, Pel, n, T, qc.

ACTION: Final rule.
AGENCY:

This rule amends, suspends, or removes Standard Instrument Approach Procedures SIAPs and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.
DATES: This rule is effective January 4, 2021. The compliance date for each SIAP, associated Takeoff Minimums, and ODP is specified in the amendatory provisions.
The incorporation by reference of certain publications listed in the regulations is approved by the Director of the Federal Register as of January 4, 2021.
