NATIONAL SAFE BOATING WEEK, 1959

DONE at the City of Washington this twenty-fourth day of April in the year of our Lord nineteen hundred seal and fifty-nine, and of the Inde pendence of the United States of America the one hundred and eightythird.

By the President of the United States of America A Proclamation WHEREAS the waters of the United States provide recreation for many m il lions of our citizens during the boating season; and WHEREAS safe boating practices con tribute to greater enjoyment of the sport by reducing loss of life and damage to property; and WHEREAS the Congress, by a joint resolution approved June 4, 1958 72
Stat. 179, has authorized and requested the President of the United States to proclaim annually the week which in cludes July 4 as National Safe Boating Week:
NOW, THEREFORE, I, D W IG H T D.
EISENHOWER, President of the United States of America, do hereby designate the week beginning June 28, 1959, as National Safe Boating Week.
I urge all boatmen, boating Organiza tions, the boating industry, State and Federal agencies, and all other groups interested in boating to join in this ob servance of National Safe Boating Week;
fcnd I call upon them, to exert greater effort during that week and throughout e boating season to keep boating safe and pleasant.
I also invite the Governors of the states, the Territory of Hawaii, the ommonwealth of Puerto Rico, and the Possessions of the United States to profor the observance of this Week to courage nationwide interest in safe boating practices.

By the President of the United States of America A Proclamation WHEREAS our freedom as individuals and our growth as a Nation have their beginnings in the Constitution of the United States, signed at Philadelphia on September 17, 1787, the principles of which have been sustained and defended, in peace and in war, by generations of dedicated citizens; and J
W HEREAS it is fitting that all citizens, both native-born and naturalized, ob serve the birthday of the Constitution and reaffirm their determination to keep faith with the Founding Fathers by giving life and meaning to the ideals of the Constitution; and W HEREAS by a joint resolution ap proved February 29, 1952 66 Stat. 9, the Congress designated the seventeenth day of September of each year as Citizen ship Day in commemoration of the signing of the Constitution and in recog nition of those citizens who have come of age and those who have been natu ralized during the year; and WHEREAS by a joint resolution ap proved August 2,1956 70 Stat. 932, the Congress requested the President to designate the week beginning September 17 qf each year as Constitution Week, a time for study and observance of the acts Continued on p. 3317
