Reference is m ade to m y proclam ation of July 22, 1955, carrying out the P ro
tocol of Terms of Accession by Japan to the General Agreem ent on Tariffs and Trade.
On December 17 N orw ay gave to the Executive Secretary to the Contracting Parties to the G en eral Agreem ent the notification referred to in p aragrap h 3
of the Protocol fo r the accession of Japan, of intention to apply on Janu ary 16, 1956 concessions w hich it h ad negotiated initially with Japan. A ccord ingly, pursuant to the procedure de scribed in P a rt I b 1 o f the abovementioned proclamation, I hereby notify you that items 301 identified only as to the matter related to the rate o f 56

tocol shall not be withheld pursuant to Paragraph 4 of the said Protocol on or after January 16, 1956.

pany, Inc., a Corporation, and Herm an K atz and Samuel R . Cohen, Individu ally and as Officers of Said Corporation This proceeding was heard by James A. Purcell, hearing examiner, upon the com plaint o f the Commission which charged a corporation and its officers with violating the Flam m able Fabrics A ct through importing into the U nited States from Japan and selling silk scarves so highly inflam m able as to be dangerous w hen worn and an agreem ent between the parties providing fo r the entry of a consent order.
U p o n this basis, the hearing exam iner m ade his initial decision and order to cease and desist, which, by the Commis sions order dated January 6, 1956, be came, on January 7, 1956, the Decision o f the Commission.
