This proceeding was heard by Everett F. Haycraft, hearing examiner, upon the complaint of the Commissionwhich charged respondents with violating the Wool Products Labeling Act and the Federal Trade Commission Act through falsely labeling as 100 percent W ool interlinings o f childrens coats and jackets, failing to label certain o f such coats and jackets, and falsely guaran teeing that such wool products were not misbranded and an agreement between the parties providing for the entry of a consent order in accordance with 3.25
of the Commissions rules of practice.
Upon this basis, the hearing examiner made his initial decision and order to cease and desist, which by the Commis sions order of November 4,1955, became, on November 5, 1955, pursuant to 3.21
of the rules of practice, the Decision of the Commission .
