On May 19, 1954, notice was published in the F ed eral R e g ist e r F. R. D oc. 543769; 19 F. R. 2903-2904 regarding pro posed United States Standards fo r Grades of Dry Whole Milk. After con sideration of all relevant matters pre sented, including the proposals in the aforesaid notice the following United States Standards for Grades of Dry Whole Milk are hereby promulgated pur suant to the authority contained in the Agricultural Marketing Act, 1946 60
Stat. 1087; 7 U. S. C. 1621 et seq.. The promulgation of these standards will provide the Department with official standards for dry whole milk and will make available official standards for gen eral use by the dairy industry. The standards are as follows:
1 Compliance with these standards does not excuse failure to comply with the provisions of the Federal Food, Drug, and Cosmetic Act.
