Pursuant to the authority contained in 416 of the Agricultural Act of 1949, Public Law 439, 81st Congress, the policies of the Secretary of Agriculture a n d t h e Commodity Credit Corporation for t h e disposal of food commodities u n d e r section 416 15 F. R. 7793 arte h e re b y revised and reissued to read as follows:

th e price support program, th e Secretary of Agriculture and the Commodity Credit Cor poration are authorized, upon application by the M unitions Board or any other Federal agency and on such term s and under such regulations as may be deemed in the public interest, to make such com modities available to any su ch agency for use in m aking pay m en t for com m odities n o t produced in the United States.
Any su ch com modities w hich are n ot disposed of pursuant to th e foregoing sentence may be made available by th e Secretary and th e CCC at th e point of storage at no cost save handling and trans portation costs incurred in m aking delivery from the point of storage, as follow s in the order of priority set forth: First, to school lun ch programs; and to th e Bureau of In
dian Affairs and Federal, State, and local public welfare organizations for th e assist ance of needy Indians and other needy per sons; second, to private welfare organizations for th e assistance of needy persons w ithin the United States; third, to private welfare organizations for the assistance of needy persons outside th e U nited States.
