By virtue of the authority vested in the President by section 208 a of the Housing and Rent Act of 1947, as amended, and by section 301 of title 3
of the United States Code, I hereby dele gate all powers, duties, and functions conferred upon the President by section 204 f 5 B of the Housing and Rent Act of 1947, as amended by section 5
a of the Housing and Rent Act of 1953
Public Law 23, 83d Congress, relating to critical defense housing areas, to the Secretary of Defense and the Director of Defense Mobilization, who shall act jointly in the exercise or performance of such powers, duties, and functions.

AND WHEREAS it appears th at it would be in the interest of the national security to make the designation herein after described:
NOW, THEREFORE, by virtue of the authority vested in me by the abovequoted provision of law, I hereby desig nate the Department of Justice as a defense agency of the United States for the purposes of the said chapter 17 of title 35 of the United States Code.

EXECUTIVE ORDER 10457

WHEREAS chapter 17 of title 35 of the United States Code provides in part th at whenever the publication or disclosure of any invention by the granting of a pat ent therefor might be detrimental to the national security, the invention may be kept secret and the granting of a patent withheld under the conditions and to the extent set out therein;
WHEREAS section 181 of the said chapter 17 provides in part as follows:
Whenever the publication or disclosure of
an invention by the granting of a patent, in which the Government does not have a Property interest, might, in the opinion of the Commissioner, be detrimental to the na tional security, he shall make the application
