By virtue of the authority vested in me as President of the United States, it is ordered as follows:
Establishment and compo sition of the Commission. There is here by established the Missouri Basin Survey Commission, hereinafter referred to as the Commission, The Commission shall be composed o f eleven members who shall be appointed by the President.
The President shall designate a chair man and a vice chairman o f the Com mission from among the members thereof.
