1. Under authority of 6.1 a of Executive Order No. 9830 and at the re quest of the President of the Panama Railroad Company, the Commission has determined that the positions listed be low should be excepted from the com petitive service. Effective upon publica tion in the F ederal R egister, 6.4 a is amended by the addition of a subpara graph as follows:
