Section 1468.13, W ar Pood Order No.
144, as amended 11 F R. 6750, 7322, 7563, 7738, 7999, 8214, 9551 is hereby further amended by deleting the period at the endof paragraph d . substituting a comma in lieu thereof, and adding im mediately thereafter the following: "Pro vided, however,That during the period from September 1, 1946, to October 31, 1946, both inclusive, any miller may pro duce flour for domestic use or consump tion in a quantity not in excess of .iwice the monthly quantity of flour which may be produced under the provisions of this paragraph d .
This amendment shall become effective at 12:01 a. m., e. s. t. September 21,1946.
With respect to violations, rights accrued, liabilities, incurred, or appeals taken, prior to said date, under W ar Pood Order No. 144, as amended, all provisions of said ordershall be deemed to remain in force for the purpose of sustaining any proper suit, action, or other proceeding, with respect to any such violation, right, liability, or appeal.
