ing the T ransitional P eriod
WHEREAS Executive Order No. 9063 of February 16, 1942, was designed to ex pedite recruitment for Federal positions during the war period, and to defer the permanent filling of vacancies while mil lions of citizens in the armed forces and in war industries were unavailable to compete for permanent appointment;
and WHEREAS the release of men and women from the armed forces and from war industries has progressed to such a degree that certain procedures adopted under Executive Order No. 9063 are no longer deemed necessary and it is desir able that returning veterans and others formerly not available for consideration be given opportunity to compete fbr per manent appointment; and WHEREAS it is in the interest of econ omy and efficiency that positions in the classified competitive civil service be filled in times of normal competition on a permanent basis by the best qualified persons as determined through competi tive examination:
NOW, THEREFORE, by virtue of the authority vested in me by sections 2 and 3 of the Civil Service Act 22 Stat. 403, section 1753 of the Revised Statutes, and section 3 b of the Civil Service Retire ment Act, as amended 5 U.S.C. Supp. IV, 693, it is hereby ordered as follows:
1. The United States Civil Service Commission is directed to resume, as rapidly as its resources will permit, the announcement of open competitive ex aminations, and the establishment of registers of eligibles, for the purpose of certifying eligibles for regular probational appointment to fill vacancies may occur in the classified com petitive service and to replace persons who do not have permanent tenure and who are occupying positions in the classined competitive service under warservice or other temporary appointments.
