Pursuant to the authority vested in me by W ar Pood Order No. 2, as amended 8 P.R. 253, 5696, 9 F.R. 3623, 4321, 4319, 9584, 10 P.R. 103, and in order to ef fectuate the purposes of such order, as amended, it is ordered as follows:
1401.194 Percentages of butter to be set aside in April and May 1945 a Definitions. Each term defined in War Pood Order No. 2, as amended, shall, when used herein, have the same mean ing ,as. set forth for such term in War Pood Order No. 2, as amended.
b Percentage. Each person who is required by W ai Pood Order No. 2, as amended, tc Effective date. This order shall become effective at 12:01 a. m., e. w. t., April 1, 1945.

War Pood Order No. 54-4, as amended 9 P.R. 4675, 7040, 9526, 10239, 11927,
12579, 13703,10 F.R. 556, is hereby fur ther amended by inserting at the end of 1401.179 b the following additional sentence:
Each producer shall set aside in the calendar months of April and May 1945 a quantity of spray dried skim milk qual to 75 percent of all spray dried skim milk produced by him during each such month.
This order shall bedbme effective at 12:01 a. m., e. w. t., April 1, 1945. With respect to violations, rights accrued, lia bilities incurred, o appeals taken under said W ar Food Order No. 54-4, as amended, prior to the effective time of the provisions hereof, the provisions of said W ar Pood Order No. 54-4, as amended, in effect prior to the effective time hereof shall be deemed to continue in full force and effect for the purpose of sustaining any proper suit, action, or other proceeding with regard to any such violation, right, liability, or appeal.
