F ourth R egistration D ay BY THE PRESIDENT OF THE UNITED STATES
A PROCLAMATION
WHEREAS the Selective Training and Service Act of 1940 54 Stat. 885, as amended by the Act of December 20,1941
Public Law 360, 77th Cong,, 55 Stat.
844, contains, in part, the following provisions:
Sec. 2. Except as otherw ise provided In th is Act, i t shall be th e d u ty of every m ale citizen of th e U nited States, an d of every other m ale person residing in th e U nited States, who, on th e day or days fixed for th e first or any sub seq u en t registration, is be tw een th e ages of eighteen and sixty-five, to present him self for an d su b m it to registra tion a t such tim e or tim es a n d place or places, and in such m an n e r a n d in such age group or groups, as shall be determ ined by rules and regulations prescribed hereunder.
Sec . 5. a Com missioned officers, w a rran t officers, pay clerks, an d enlisted m en of th e Regular Army, th e Navy, th e M arine Corps, th e Coast G uard, th e Coast an d Geodetic Survey, th e P ublic H ealth Service, th e fed erally recognized active N ational G uard, th e Officers Reserve Corps, th e R egular Army Re serve, th e E nlisted Reserve Corps, th e Naval Reserve, a n d th e M arine Corps Reserve;

shipm en, U nited S ta te s Naval Academy;
cadets, U nited S tates Coast G uard Academy;
m en who have been accepted for a d m ittan ce com m encing w ith th e academ ic year nex t succeeding such acceptance to th e U nited States M ilitary Academy as cadets, to th e U nited S tates Naval Academy as m idshipm en, or to th e U nited S tates Coast G uard Academy as cadets, b u t only du rin g th e co n tinuance of such acceptance; cadets of th e advanced course, senior division, Reserve Officers T rain
ing Corps or Naval Reserve Officers T raining Corps; an d diplom atic representatives, te c h
nical a ttach es of foreign embassies an d lega tions, consuls general, consuls, vice consuls, and consular agents of foreign countries, an d persons in o th er categories to be specified by th e P resident, residing in th e U nited S tates, who are n o t citizens of th e U nited S tates, and who have n o t declared th e ir in te n tio n to
become citizens of th e U nited States, shall n o t be required to be registered u n d e r sec tio n 2 an d shall be relieved from liability for tra in in g a n d service u n d e r section 3 b .
S ec . 10. a T he P resident is authorized 1 to prescribe th e necessary rules a n d regulations to carry o u t th e provisions of th is Act;

4 to utilize th e services of any or all d e p artm e n ts a n d any a n d all officers or agents of th e U nited S tates an d to accept th e services of all officers an d agents of th e several States, T erritories, an d th e D istrict of Colum bia an d subdivisions thereof in th e execution of th is Act;

S ec . 14. a Every person shall be deem ed to have notice of th e requirem ents of th is Act upon p u blication by th e P resident of a proclam ation or o th er p ublic notice fixing a tim e for any reg istratio n u n d e r section 2.
WHEREAS section 208 of the Coast Guard Auxiliary and Reserve Act of 1941, approved February 19, 1941 Public Law 8, 77th Cong., 55 Stat. 9, provides, in part, as follows:
Members of th e Coast G uard Reserve, o th er th a n tem porary m em bers as provided fo r in section 207 hereof, shall receive th e sam e exem ption from reg istratio n a n d lia
bility fo r train in g a n d service as m em bers of th e Naval Reserve ;
WHEREAS the first registration under the Selective Training and Service Act of 1940 took place in the continental United States October 16, 1940, in the Territory of Hawaii on October 26, 1940, in Puerto Rico on November 20, 1940, and in the Territory of Alaska on January 22, 1941, pursuant to proclamations issued by me on September 16, 1940, October 1, 1940, October 8, 1940, and November 12, 1940, respectively;
WHEREAS the second registration un der the Selective Training and Service Act of 1940 took place in the United States, the Territories of Alaska and Hawaii, and in Puerto Rico on July 1, 1941, pursuant to proclamation issued by me on May 26,1941;
WHEREAS the third registration un der the Selective Training and Service Act of 1940, as amended, took place in the United States, the Territories of
