By virtue of the authority vested in me by section 1 of the act of July 9, 1918, c.
143, 40 Stat. 845, 848 UJS.C., title 10, sec.
1341, it is ordered that, subject to valid existing rights, all the public lands within the following-described areas be, and they are hereby, withdrawn from all forms of appropriation under the publicland laws, including the mining laws, and reserved for the use of the War De partment for aerial bombing and gunnery range purposes:

This order shall take precedence over, but shall not rescind or revoke, as to any of the land affected thereby in the abovedescribed areas, the withdrawals made by Executive Order No. 6910 of Novem ber 26,1934, as amended, Executive order of April 17, 1926, creating Public Water Reserve No. 107, Executive Order No.
4846 of March 30,1928, withdrawing cer tain lands pending legislation, and the orders of the Secretary of the Interior of December 30, 1931, and June 2, 1938, Air Navigation Site Withdrawal No. 73.

P art 60Air T raffic R ules amending regulation governing dropping objects or things from aircraft
At a session of the Civil Aeronautics Board held at its office in Washington, D. C., on the 21st day of January 1941.
Acting pursuant to the authority vestéd in it by the Civil Aeronautics Act of 1938, aif amended, particularly sections 205 a, 601 and 604 of said Act, and finding that its action is desirable in the public in terest and is necessary to carry out the provisions of, and to exercise and per form its powers and duties under, said Act, the Civil Aeronautics Board amends the Civil Air Regulations as follows:
Effective January 21, 1941, 60.347 of th Civil Air Regulations is amended by inserting a period after the word inter est therein and striking therefrom the following:
: And provided further, That such ex emption shall not include bombing and aerial gunnery within the limits of a civil airway.
