1275, and after public hearing held on November 27, 1939, notice of which was promulgated in the F e d e r a l R e g i s t e r of October 11, 1939, I hereby make, pre scribe, publish, and give public notice of the following rules and regulations for the enforcement of the Federal Seed Act. These rules and regulations shall become and be effective as to agricul tural seeds on February 5, 1940 and as to vegetable seeds in interstate commerce on August 9, 1940.
