OND of section 2 of the Civil Service k Act 22 Stat. 403, 404, it is hereby or dered that, subject to the establishment before the Civil Service Commission of the requisite qualifications in each case, initial appointments to each of the fol lowing-named positions under the Air Safety Board, Civil Aeronautics Author ity, may be effected without compliance with the competitive requirements of the Civil Service Rules:

Sec. 3.50 of Title 6, Code of Federal Regulations, is amended to read as follows:
S ec. 3.50 Functions, powers, author ity, and duties of Cooperative Bank Com missioned and Deputy Cooperative Bank Commissioners. The Cooperative Bank Commissioner shall, subject to the juris diction and control of the Governor of the Farm Credit Arministration, execute and perform all functions, powers, au thority, and duties pertaining to the ad ministration of the provisions of law rel ative to the Central Bank for Coopera tives and the banksfor cooperatives.
J. E. Wells, Jr., Deputy Cooperative Bank Commissioner, is hereby authorized j to execute and perform the functions, powers, authority, and duties pertaining to the office of Cooperative Bank Com missioner with respect to the Central Bank for Cooperatives in the event that the Cooperative Bank Commissioner is unavailable to act, by reason of absence from the Washington offices of the Farm Credit Administration, or for any other cause, and with respect to the district banks for cooperatives in the event that the Cooperative Bank Commissioner and J. D. Lawrence, Deputy Cooperative Bank Commissioner, are both unavailable to act, by reason of absence from the Wash ington offices of the Farm Credit Admin istration, or for any other cause.
