By virtue of and pursuant to the authority vested in me by section 10 o f the Federal Reserve A ct 38 Stat. 260 as amended by section 203 a o f the A ct of Augilst 23, 1935, 49 Stat. 704, I hereby designate Ronald Ransom as Vice Chairman of the Board of Governors of the Fédéral Reserve System, to serve as such fo r a term of four years.

CIVIL SERVICE RULES
W HEREAS Executive Order o f February 27,1917, amended paragraph 2, section V, Schedule A o f the C ivil Service Rules, so as to except the positions hereinafter named from the competitive classified service because o f low salaries, large turnover, and need o f immediate replacement and flexibility in hiring;, and W HEREAS the reasons fo r making such exceptions no longer exist:
NOW, THEREFORE, by virtue o f and pursuant to the au thority vested in me by the C ivil Service A ct 22 Stat. 403, it is ordered that paragraph 2 b , section V, Schedule A of the C ivil Service Rules, excepting from the com petitive classified service at the United States Naval Academy the positions of baker helpers, coffeemen, firemen, linenmen, pantrymen, dish pantrymen, scullions, u tility men, waiters, and when filled by promotion from the position of waiter, the positions o f head waiter and assistant head waiter, be, and it is hereby, revoked, such positions being returned to the com petitive classified service.
The present incumbents may acquire an appropriate civilservice status under the provisions o f section 6 o f Civil Service Rule H as amended by Executive Order No. 7408 o f July 6, 1936.

T o Collectors of Customs and Others Concerned:
Reference is made to Treasury Decision 48360, approved June 4, 1936, in which it was announced that countervailing duties would be imposed upon certain German products.
The Department is now in receipt of official advice to the effect that fo r any transactions concluded after July 25, 1936, which cover the indirect or direct exportation of the follow ing goods to the United States, viz: photographic ap paratus, calf and goat leather, and surgical instruments, the German Government w ill neither authorize the use of the scrip and bond procedure nor perm it the payment of a pub lic or private premium or subsidy, nor the employment o f other German means of payment than reichsmarks freely convertible in to foreign currencies or free reichsmarks usable w ithin the country.
In view o f the foregoing, the provisions o f Treasury Deci sion 48360 shall not apply to direct or indirect imports from Germany o f the follow ing commodities named in that decision:
Cameras.
C alf and kid leather.
Surgical instruments.
if the collector of customs concerned shall be satisfied by documentary evidence that the contract o f purchase or other agreement pursuant to which they were exported from Germany was entered into after July 25, 1936.
