W ithin ninety days after th e effective date of th is Act, or upon first engaging in business, every person w ho engages in the busi ness of m anufacturing, exporting, or im porting any of the arms am m unition, and im plem ents of war referred to in this Act whether as an exporter, importer, m anufacturer, or dealer, shali register w ith th e Secretary of State h is name, or business name principal place of business, and places of business in the United States, and a list of th e arms, am m unition, and implements of war w hich he m anufactures, imports, or exports.
Every person required to register under th is section shall notify th e Secretary of State of any change in th e arms, ammunition, and im plem ents of war w hich h e exports, imports, or manufac tures; and upon such notification th e Secretary of State shall issue to such person -an amended certificate of registration, free of charge, which shall remain valid u n til the date of expiration of th e original certificate. Every person required to register under th e provisions of th is section shall pay a registration fee of $500, and upon receipt of such fee th e Secretary of State shall issue a registration certificate valid for five years, which shall be renew able for further periods of five years upon th e payment of each renewal of a fee of $500.
It shall be unlaw ful for any person to export, or attem pt to ex port, from th e U nited States any of th e arms, ammunition, or im plem ents of war referred to in th is Act to any other country or to import, or attem pt to import, to th e United States from any other country any of th e arms, am m unition, or im plements of war referred to in th is Act w ithou t first having obtained a license therefor.
All persons"required to register under th is section shall main tain, subject to th e insp ection of th e Board, su ch permanent rec ords of m anufacture for export, im portation, and exportation of arms, am m unition, and im plem ents of war as the Board shall prescribe.
Licenses shall be issued to persons who have registered as pro vided for, except in cases of export or import licenses where ex portation of arms, am m unition, or im plem ents of war would be in violation of th is Act or any other law of the United States, or of a treaty to w hich the -United States is a party, in which cases such licenses shall n ot be issued.
The Board shall be called by the Chairman and shall hold at least one m eeting a year.
No purchase of arms, am m unition, and im plem ents of war shall be made on behalf of the U nited States by any officer, executive department, or independent establishm ent of the Government from any person who shall have failed to register under the provisions of th is Act.
The Board shall make an annual report to Congress, copies of which shall be distributed as are other reports transmitted to Congress. Such report shall contain such information and data collected by the Board as may be considered of value in the determ ination of questions connected w ith the control of trade in arms, am m unition, and im plem ents of war. It shall include a list of all persons required to register under the provisions of th is Act, and fu ll inform ation concerning the licenses issued hereunder.
The Secretary of State shall promulgate such rules and regula tion s w ith regard to th e enforcem ent of th is section as he may deem necessary to carry out its provisions.
The President is hereby authorized to proclaim upon recom m endation of the Board from tim e to tim e a list of articles which shall be considered arms, am m unition, and im plements of war for th e purposes of th is section.
This section shall take effect on th e n in etieth day after the date of its enactment;

In every case of the violation of any of th e provisions of this Act where a specific penalty is not herein provided, such violator or violators, upon conviction, shall be fined n ot more than $10,000

The Presidents proclamation of April 10, 1936, made pur suant to the final paragraph of section 2 of the joint resolu tion of August 31, 1935, reads as follows:
