DECRETO del Honorable Congreso del Estado, por el que reforma el Transitorio Segundo y adiciona un Transitorio Tercero a la Minuta de Decreto que abroga la Ley para Proteger los Derechos Humanos y que Regula el Uso Legítimo de la Fuerza por parte de los Elementos de las Instituciones Policiales del Estado de Puebla.
