Alderman Burke moved to Suspend the Rules Temporarily to permit immediate consideration of and action upon the said proposed resolution. The motion Prevailed.
The following is said proposed resolution:
WHEREAS, While patrolling the Chicago Lawn neighborhood in the early morning hours of March 6, 2018, Chicago Police officers Chad Larys Star Number 11921, and Demetrio Muro Star Number 9180 observed a vehicle driving without rear tail lights and pulled it over; and WHEREAS, While Officer Larys interviewed the driver who could produce neither a valid drivers license nor vehicle insurance, Officer Muro spotted a handgun on the vehicles floor; and

WHEREAS, As Officer Muro warned Officer Larys about the handgun, the driver suddenly took off at a high rate of speed. To avoid being struck, Officer Larys instinctively grabbed the side of the vehicle and was dragged down Western Avenue; and WHEREAS, With shocking disregard for the safety of Officer Larys, the driver sped away from the scene, haphazardly crossing back and forth over lanes of traffic. Officer Larys, in fear for his life, called to the driver to stop immediately, but the driver callously replied that Officer Larys should just let go; and WHEREAS, The driver then struck another vehicle, and Officer Larys was knocked free.
Undaunted, the driver continued speeding away, only to crash into a building a short distance down the road; and WHEREAS, His vehicle now disabled, the driver fled the scene on foot, but was pursued by Officers Arthur Gorman Star Number 3649 and Mark Hanna Star Number 1371; and WHEREAS, After a brief foot chase, Officers Gorman and Hanna apprehended the driver, who was positively identified by Officer Muro; and WHEREAS, Officer Larys was transported to Christ Hospital, where he was treated for minor injuries; and WHEREAS, The handgun spotted by Officer Muro was a fully loaded pistol with a 17-round magazine and a bullet already in the chamber; and WHEREAS, This incident is emblematic of the risks our police officers take every day as they bravely work to keep the citizens of Chicago safe; and WHEREAS, Thanks to the courage and quick actions of all involved, an offender with no regard for life or safety was arrested and taken off the streets; and WHEREAS, The actions of Officers Larys, Muro, Gorman, and Hanna exemplify the courage and dedication to duty inherent in all members of the Chicago Police Deportment;
now, therefore, Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, assembled this 28th day of March 2018, do hereby express our admiration and gratitude to Chicago Police Officers: Chad Larys, Demetrio Muro, Arthur Gorman, and Mark Hanna for their heroic actions; and Be It Further Resolved, That suitable copies of this resolution be presented to Officers Larys, Muro, Gorman and Hanna and placed on permanent record in their personnel files, as a token of our gratitude and esteem.

Lauding the officers for their courage, resilience and resolve, Mayor Emanuel declared them true public servants who represent the finest traditions and standards of the Chicago Police Department.
Mayor Emanuel then invited the honorees to the Mayors rostrum where he presented each with a parchment copy of the congratulatory resolution.

Alderman Burke moved to Suspend the Rules Temporarily to permit immediate consideration of and action upon the said proposed resolution. The motion Prevailed.
The following is said proposed resolution:
WHEREAS, On the early afternoon of December 27, 2017, the members of Engine Company 97 of the Chicago Fire Department responded to a request for ambulance assistance for an elderly woman injured in a fall; and WHEREAS, Arriving at the scene, the company members gathered their medical equipment and knocked on the front door, but there was no answer; and WHEREAS, Captain Michael Murdock then tried the front door, which was unlocked. As the door swung open, the Fire Department personnel were startled to see heavy smoke inside; and WHEREAS, Captain Murdock immediately requested a full fire response, then heard a womans voice calling for help. He directed one of his members to put on their protective gear and lead out a hose line to put out the fire; and WHEREAS, Captain Murdock then quickly assembled other company members to rescue the woman. Knowing full well that any delay would result in severe injury or death to this victim, the team plunged into the thick smoke without the protection of a hand line, oxygen, or any protective equipment; and WHEREAS, Guided by the screams for help, relying on their training and working flawlessly as a team, the firefighters quickly located the elderly woman and removed her to a safe area, where care was administered. Meanwhile, other members extinguished the kitchen fire; and WHEREAS, Unfazed by a sudden change of scenario from a simple call for assistance into a life-and-death fire rescue, the members of Engine 97 performed quickly, professionally and decisively; and WHEREAS, But for the sterling efforts of Engine Company 97, a victim surely would have perished; now, therefore, Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, assembled this 28th day of March 2018, do hereby honor Captain Michael Murdock, Engineer Lemuel Lacy, Firefighter/EMT Monica Allen, Firefighter/EMT Aiden Hart and Firefighter/Paramedic Jason Colwell of Engine Company 97 for actions above and beyond the call of duty; and Be It Further Resolved, That suitable copies of this resolution be presented to these members of the Chicago Fire Department, and placed on permanent record in their personnel files as a token of our honor and esteem.

Lauding the honorees for "bravery that was immeasurable and courage that was unforgettable", Mayor Emanuel noted that a debt of gratitude is owed to the members of Engine Company 97 and to all members of the Fire Department who place their lives in danger each day for the safety and welfare of others. The following is said proposed resolution:
WHEREAS, Mayor Emanuel and the Chicago City Council wish to congratulate the DePaul University Womens Basketball team on another great season; and WHEREAS, The Blue Demons compiled a 26 and 7 record during the regular season and advanced to the NCAA Basketball Tournament for the 16th consecutive year; and WHEREAS, DePaul University plays its home games, at brand new, state-of-the-art Wintrust Arena at McCormack Place. The arena opened on October 14, 2017, and seats 10,387 fans; and WHEREAS, Led by Head Coach Doug Bruno, the Blue Demons won the Big East Conference by defeating Marquette University in the championship game, 98 to 63.
Amahrah Coleman led the Blue Demons with 27 points and was named Big East Tournament MVP. It was Doug Brunos 1,000th game as a head coach; and WHEREAS, DePaul University is a member of the Big East Conference, which also includes Butler University, Creighton University, Georgetown University, Marquette University, Providence College, Seton Hall University, St. Johns College, Villanova University and Xavier University; and WHEREAS, DePaul University received an invitation to the NCAA Tournament and was the fifth seed in the Spokane Region. In the first round, their opponent was the University of Oklahoma, which was the 12th seed. DePaul took control of the game early and won in convincing style, 90 to 79. It was the Blue Demons seventh win in a row; and WHEREAS, In the second round of competition, DePaul faced Texas A&M University, which was the fourth seed in the Spokane Region. Although DePaul dominated for much of the game, Texas A&M closed the gap late in the game and made a 3-point shot with 3.2 seconds left to win 80 to 79; and WHEREAS, All of Chicago is proud of the DePaul Womens basketball program and the great success they had this year, led by Head Coach Doug Bruno and a great group of players Tanita Allen, Dee Bekelja, Deja Cage, Kelly Campbell, Amarah Coleman, Rebekah Dahlman, Jolene Daninger, Marte Grays, Rachel McLimore, Ashton Millender, Lauren Prochaska, Vinisha Sherrod and Chante Stonewall; and

WHEREAS, Founded in 1898, DePaul University is the nations largest Catholic university. It has a total student enrollment of 23,000; now, therefore, Be It Resolved, That we, the Mayor and members of the City Council of the City of Chicago, assembled this 28th day of March 2018, do hereby congratulate the DePaul University Womens basketball team for having another magnificent season and tremendous success in the NCAA Tournament; and Be It Further Resolved, That a suitable copy of this resolution be presented to Coach Doug Bruno as a token of our esteem and good wishes.
